District Heating Price List

The changes to district heating prices, which will come into effect on 1 January 2026, have been made within the framework of the current terms and conditions, which have been in force since 1 March 2023. The production costs of district heating have risen significantly in recent years due, for example, to fluctuations in fuel prices, the cost of emission allowances and changes in the energy markets. Price fluctuations have been influenced in particular by the exceptional geopolitical situation worldwide. Current district heating charges are based on previous cost levels and therefore do not cover all current expenditure or future investments that are necessary to ensure secure supply and the development of sustainable production. 

Neve utilises a broad fuel mix with an emphasis on renewable energy sources to ensure heat production that is as cost-effective and secure as possible. You can view the fuel mix for our production for the years 2020–2030 using the Finnish Energy Industry’s district heating emissions calculator. 

Despite our diverse and flexible fuel mix, the prices of fuels used in district heating have risen by a total of 40–50 per cent between 2022 and 2025. This necessitates a price adjustment to ensure the continued provision of sustainable and reliable district heating. We have been able to keep price adjustments moderate despite the rise in production costs, as we are investing in renewable energy solutions that will improve our cost-effectiveness in the long term. Prices for network materials have risen by 30–50 per cent between 2022 and 2025, depending on the product. The prices of materials and chemicals used in energy production have risen by 30–70 per cent, depending on the product. 

These changes in the cost structure of district heating production necessitate a price review of our services so that we can ensure a sustainable and reliable supply of district heating. We have been able to keep price adjustments moderate despite the rise in production costs, as we are investing in renewable energy solutions that will improve our cost-effectiveness in the long term. Our investments in renewable production solutions, such as an electric boiler and a wastewater heat pump plant, not only support our transition towards lower-emission district heating, but are also essential for maintaining security of supply, cost-effectiveness and competitiveness in the long term.  

If these investments were not made, the need for price increases would be even greater, as outdated production solutions drive up costs. The introduction of renewable fuels and technologies will inevitably require changes to production facilities and the network, which will affect production costs from 2026 onwards. The portion of the district heating price adjustment relating to these investments is based on their actual impact on the cost of energy production – not merely on the financing of the investments. The change in the district heating price is cost-based, supporting both the security of supply and long-term competitiveness. 

A 9.5 per cent increase in the price of district heating is essential and is based on a cost-based calculation. The cost structure of district heating is significantly affected by the prolonged high prices of raw materials and fuels resulting from the geopolitical situation, as well as rising material costs. This increase will ensure reliable, sustainable and competitive heat production and distribution in the long term. Without these measures, cost pressures would be even greater in the future.

It is difficult to predict price trends with any precision, as they are influenced by many factors, such as market conditions, supply and demand, and raw material prices. In the long term, investments can bring efficiency and stability, which often helps to curb cost increases, but the ultimate impact depends on the overall market and other external factors. 

District heating charges are used directly for heat production, the purchase of fuel, the maintenance and development of the network, and investments aimed at ensuring the reliability of supply and reducing emissions. Our aim is to provide our customers with the most reliable and sustainable heating possible in the long term. 

Changes to district heating prices with effect from 1 January 2026 will affect all Neve Oy’s district heating customers. The company’s board of directors decides on pricing changes in accordance with the annual cycle. 

The total cost of district heating comprises a fixed charge (€/year), energy charges (c/kWh) and taxes (VAT 25.5%). The fixed charge is determined by the metered water flow required by the district heating connection. You can save on your district heating bill by ensuring that your district heating heat exchanger is working properly and that its control curves are set appropriately.
